I can only open my PC in safe mode?

Reinstall windows.

If you can download Reanimator from another pc, or in safe mode, install the software and run it. It will ask to rebooot the computer in safe mode, then you will be able to see what is blocking your windows to be loaded, delete that process or virus with the help of the program, and the windows is fixed. It will work if it is a result of virus

agreed. I would first go into safe install the dos installation of windows. Then format (old fdisk) then recreate the partition. Make sure of course you have all drivers and windows or if its a newer system it may have a restore drive :)
