Also, some cheap wheels come with spokes and nipples of such a poor quality that they are practically not worth to fix. Cheap wheels also come with a freewheel and a weak axle and poor bearings. Getting rid of the whole wheel would be the best line of action.

I am sure you can find a good used wheel on eBay. Just make sure it's the right size. Garage sale is a good place to find them,too. Less than 50 should be doable. Do some research on you tube on how to fix a bike wheel.

Check to see if you rim tape. If not, use rim cloth tape.

A wobbly rim will not pop the tube.
