How do I create this photographic effect?

How do I get the tones in these images?

Is the photographer using a filter? What is it called?

I like the filter like effect of the color in those pictures and was hoping I could purchase a filter that would give me those tones. I just don't know what it is called.

Please help!

Update:

Is there a method to recreate this filter-like color tone to the image on photoshop?

You can get the same effect using Adobe Photoshop or a similar program. Rather then buying an expensive lens

What photo effect? There is none. No filter was used. Colour saturation, contrast and brightness was adjusted in post processing.
