And i turned it on and everything seems to be going fine, but when i plug the hdmi cable into my 24in hdtv, it just sais "no signal". Any idea what that means and how i can fix it, its brand new, should i try using a vga cable, i looked in there and the graphics card's fan is not moving, what should i do?

when I got my gaming pc everything was fine. When I went to upgrade the graphics card, thats when these problems started rising.
It couldnt find and signal and the cards fan wasnt working. Turns out, the power supply box wasnt putting out enough power for it, so i had to buy a new supply.
This may not be your problem, but taking it down to your local computer shop wont hurt.

If the GPU is not getting power it isn't an HDMI/VGA issue. I'd open the case and make sure the power pin connectors are hooked up to the card. If you know what you're doing, reinstall the card. Otherwise, call their tech support
