Why are all light sensitive cells concentrated in the eyes?

Why don't we have some scattered all over the body?

    Because it takes all of those cells together to form an image.

    If those cells were scattered all over the body, then all the parts of the body would be sensitive to light, but that's not the same as forming images.

    But the idea of having "eyes" all over the body is an interesting one.

    But, man, that would be a lot of incoming to make sense of . . .
