Selling a used car, what do I need?
I'm selling a used car to a friend of mine-- what do I need to do?
Technically this car is registered to my father but I've been using it for about 6 years, I have the title emissions tests etc. He's going to be paying in cash, and all I care about is that the car is going to be legally in his hands, does my father need to sign the title over or are there some other papers that he's going to need to fill out?

your father needs to sign the title & bill of sale. Then, after you get paid, fill out the buyers name, date & mileage, do not leave it blank.
Then make 2 bill of sales, one for you and one for the seller and have the seller sign both. as well as your dad.

In Pennsylvania you would need your father's signature on the title because it is in his name, then go to an auto tag place to do the transference (Your father may need to go to show ID as prove of his ownership). Never give the signed title when you get the money, MUST go to an auto tag so the State knows that you don't own that car anymore, otherwise the new owner could get in an accident and would fall on you as the State still considers you as the owner.
