It depends what you are upgrading and how, most upgrades will have no effect but if you are upgrading the hard drive by replacing it rather than adding an extra one then yes, because that's where the pics will be stored. If you upgrade (as opposed to update, which is safe) the operating system, ie; going from Vista to Windows 7 then you should be asked (by the computer) whether you want to upgrade the operating system or replace it. If you say upgrade then you will keep the pics although you might need to update your version of Picasa to make sure it is applicable for use on Windows 7. All said and done though, you should always keep two copies (on different drives) of anything that is important to you, like pictures especially if you are about to do something to the machine they are kept on.

Not unless you take that hard drive out of your desktop and replace it with another one. Otherwise your files will remain in tact.
