Who first called Julian "the Apostate"?

Every publication says "the church" but somebody had to come up with the idea. Was it a bishop? An emperor? A historian? Who?

I'm not sure ... "Apostate" is a label that is applied to ANYONE that Apostatizes from a religion.

Julian being an emperor was more notable - but - the label would apply equally to anyone
