Should smoking be banned in jails?
In parts of Australia, smoking has become prohibited in enclosed areas of prisons. Where this becomes questionable, is for those prisoners in maximum security sections of the prison, where upwards of twenty three hours of the day are in enclosed containment.
Since cigarette smoking is not illegal, is this new regime justified and fair?

People lose many rights when they enter a prison. The mere fact that smoking is legal does not mean that a felon in prison has the right to smoke. It also is legal to drink Jack Daniels and other fine whiskey, but incarcerated felons may not enjoy this activity either.
The truth about smoking in prisons is that it's an easy way to keep inmates from getting even more irritated than they already tend to be. It is unlikely that anyone running a prison would want to deprive all inmates of tobacco. As for people living in isolation cells, they lose almost everything except the right to breathe. They usually are allowed no private property, and that includes cigarettes. For such inmates, smoking usually is not an option until they behave well enough to be returned to the general population of the prison.
You asked about whether it would be justified and fair to ban smoking in prison. In my opinion, it would be reasonable to deprive felons of the right to smoke while in prison. One good reason to ban smoking in prison is that the state is responsible for the inmates' medical care while in prison. I think it would make sense to refuse to allow inmates to smoke and thereby ruin their health while in prison. I also think that it would be good for inmates' long-term reformation if they stopped smoking while in prison.
Prison is a terrible place for anyone to live.
Pray for those who have failed so miserably in life that they end up in prison.
Pray that after release they are able and willing to adopt a law-abiding lifestyle.

It's justified and fair. Who pays for the prisoners' health care? Prisoners, by their very nature, don't get all the rights of non-prisoners. Alcohol is legal for adults, but prisoners aren't allowed to drink it.
