Certain cities in Indiana do have a significant African American population. Indianapolis, Gary and South Bend are just a few examples.
As to the reasons why there are greater populations in the Mid-Atlantic states (e.g. Delaware, Maryland, the Carolinas, as well as Washington DC) or Southern states (e.g. Mississippi, Georgia, Alabama, Tennessee, Louisiana) I would imagine it is for the same reasons anyone might live in a particular area - job availability, family roots, etc.
