Should there be a litmus test for Y!A Politics question-askers?

The vast majority of the questions here are loaded, rhetorical, or down right instigative. As you see from my profile, I've been on here for awhile. I've noticed an evolution of Y!A Politics that has shown an erosion of intelligent thought and lively debate. ...albeit, debate is not the purpose of Y!A, it is an inherent trait to the topic of politics.

If not a litmus test, what other ideas would help clean up this forum and weed out all the nonsensical crap to which we have all been subjected?

Limits on questions posted? ...based on user? ....based on 'stars received' or 'questions deleted'?

Thoughts?

Update:

@Sadcat: The private company that is Yahoo! ...as a recommended decision based on the consensus of its users. You know, kind of like how a free market works...?

Update 2:

@Shovel Ready: Contrary to what you believe, there is more than one definition for litmus test.

It would be interesting to see how many people are truly looking for an answer to a question and how many are trolling to piss every one off with their ignorance and hard headed bias.

It isn't that that Y/A is a looney magnet, but rather that Yahoo censors questions. If you ask a genuine question with any leaning toward the Constitutional values of our nation it is quarnitined in a room where only your contacts can see it if even that. I got several mails the other day "____ just asked a question on Y/A." I clicked on them and they were Ron Paul questions that were over two months old.

Yahoo is a private company, and they have the right to censor our freedom of speech. I have the right to not use their service. I've taken most of my debate efforts to Youtube :)

If we live a free nation, no litmus test, anything goes.

I agree, the questions in here are mostly retarded, still find a few that are answer worthy. This site was much better about five years ago, before all the report monkeys removed the intelligent posters.

There is a limit on answers, and I think that if you block someone for stepping on your toes and report them as well, if you wrongly report them, then you should be banned from posting for a certain period.

They might think twice about such actions.

Erosion is putting it mildly . I've seen better debates in junior high school .

So, Mr. Libertarian, who do you think should be the one to apply this "litmus test" of yours?
