Go to http://www.score.org/mentors and enter your zip code. On the next screen, you will get information on the nearest SCORE chapter. Call them and arrange for a free meeting with a volunteer SCORE mentor. They will guide you through the process and you can meet with them as many times as you need to.
SCORE is a nonprofit association dedicated to entrepreneur education and the formation, growth and success of small business nationwide and is a resource partner with the U.S. Small Business Administration (SBA).
SCORE has 350 chapters in locations throughout the United States and its territories, with 13,000 volunteers nationwide. Both working and retired executives and business owners donate time and expertise as business mentors.

From what I have seen, compliance with fire code is major issue for anyone dealing in tires. You may be required to have sprinklers, which could be harder than it looks, if you don't have enough water available.
NFPA 101 Life Safety Code, also NFPA 1 Fire Code, or whatever has been enacted in your jurisdiction.
If you're installing tires on vehicles, you will also need to have certified mechanics and iron-clad liability insurance. The idea to contact SCORE is a good start.

Congratulations on business idea! Now, what you should do is go early in the morning, since at times and depending on the city you live, it can fill up with people either asking questions, applying for certificates, or simply paying their taxes, permits, etc., is to go to the office in your city or county which handles all or part of what I've mentioned just now. If you want (and should) safe gas, instead of simply going here and there, make as many phone calls as you can. Some times it all starts with a quick question to the mayor's office, since they will refer you to many other departments, or simply give you a general information number.
If I may give you tiny piece of advice, better start looking for the place (location) where you wish to set up your shop. Depending on your city/town, if there's not much around your area, you can always look everything up for FREE on CRAIGSLIST online. Look up in the OFFICE/COMMERCIAL category which comes under the HOUSING category.
Hope this helps a bit.
