Such statements can be viewed from one particular point or aspect in mind. Others should be sensible enough to make out some meaning out of it. On the face of it, war promotes violence, which is bad. But ppl who have desired for war in the past, they have made some rapid scientific and technological progress.
But such statements are misleading as it is not talking about the other things. So within a very limited scope, yes it makes sense.

Sadly, i sort have to agree on this to a point. A lot of our modern technology that makes our lives so safe and easy within reason, came from the desperate development of thing meant for use in armed conflict!

No, it actually retards progress immensely except when it comes to weapons development.
The UK spends £4.6 billion/year on scientific research.
The UK spends £37.5 billion/year on military costs.
Lack of funding is one of the key retarders of UK science. We have the people, we pay them a pittance (post-doc's especially). They leave the scientific work force to become Quant's or other non-scientific professionals.

but . . . that's not how the world is
