Where the Tanzimat reforms 1839-1876 a success or a failure? Please explain?

Please give examples of why. If you only know sources that would be helpful too(not wikipedia)

    In terms of reducing the number of clergy and introducing public, general education, and thus modernize the Empire and its economy there was some degree of success.

    In terms of staving off European intervention (since the Ottoman Empire no longer exists) it would appear this move met with far less success.
