I recommend GIMP, it has many features of Photoshop and costs nothing. GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring.

Gimp is a free open source photo editor that has most of the features of photoshop. I would only reccomend it for the more advanced users as it can be difficult for someone with no editing experience.
