It's the unofficial anthem of scotland. The "flower of scotland" refers to King Robert the Bruce.

That stanza reads in full:
Flower of Scotland,
When will we see your like again
That fought and died for
Your wee bit hill and glen.
And stood against him,
Proud Edward's army,
And sent him homeward
To think again.
This is a reference to the Battle of Bannockburn in 1314 when the Scottish army under Robert the Bruce defeated the English under Edward II. I suppose you could interpret the "flower of Scotland" to mean the Scottish warriors and people who fought and died that day.
