The monitor should say "NO signal" if your set to the right connection & have a cable in the port
CHECK the setting on the monitor to make sure your on the right one. VGA to DVI or HDMI (what ever your using).
Some have both a manual & automatic setting that's why I mention it
The extra plug from the psu is only in case you have a video card with a power connector.
Obviously that card doesn't need one ,so your choice of card is fine

Try plugging in your monitor to another port on the back of the graphics card regaurdless of what the users manual states to do. In fact read the user's manual for the graphics card installation that might help if you did not. If you have a vga monitor it will be a different port then the suggested because the graphics card supports hdmi and mini hdmi that really what it wants. So if it is vga plug into a different dvi port. If it is hdmi use the hdmi to mini hdmi port adapter and try a mini hdmi port. Unplugging and turning off the computer from the power supply switch each time if you have such a switch on the power supply unit its self.

Your vga need to have extra power from psu. You should see a power plug on the other end of the card.
