Monthly budget living in Puerto Rico?

Hi, I am moing to Puerto Rico with my wife and two kids. How much should my budget be for eletricity, water, light, internet, rent (3 bedroom), gas for car, groceries?

    electricity is about twice more that the mainland 22 cents a kWh

    food is about 50% more than the mainland for mainland foods as it is shipped in......I believe the US Gov 'COLA Allowance for Federal Employees' is 30% but you can check that on line easily....
