Looks better or will work for you? I'm not going to comment on the aesthetics.
As far as working, the critical measurement is the distance from the shoulder to the bustpoint. You can't adjust that on these types of forms, so if you're low busted, and you buy a "perky" dress form, your clothes will never fit you if they've been made to fit the form. Buy a form that matches you.
None of these forms are suitable for draping -- to drape, you'll want to be able to pin into the form.
What are you trying to accomplish?

More variables are better than less, so I'd go with the eight-part one. Suppose your neck-to-waist measurement doesn't match the four-part forms? Then you're stuck.
But here's the thing about dress forms: they are essentially expensive hangers. Very few people I've encountered have the same measurements and I'm always having to accommodate a larger breast shape than the form provides, or a bigger behind. And the arm cyc doesn't match anyone in nature. Consider instead making a duct tape dummy of yourself and using that as a custom form.
