Why is it that people say one thing but do not follow it up with actions?

For example, they say if there is anything they can do to help to let them know, but when you say something they tell you they can't do it!

Hi, JJ, that is the nature of man. Man is not hundred percent reliable. Man cannot be trusted wholly. At a time, you need help, that is when man disappoints. Man cannot even trust his own self, that is why, he will say one thing today and say another tomorrow. Those who have the fear of God in their heart can be trusted. They can match their words with action. But it is only God that can be trusted hundred percent, for it is impossible for God to lie - Titus 1:2. God never changes, but man does. Do not, therefore, put all your trust in man, but in God.

Humans are selfish and like to say comforting words like "it'll be ok" without considering the consequences of their actions.

Can't say. One has to verify their moral standards and also see whether they have split personality and double standards while dealing with other people. Please don't mistake them. All wise people will not plunge into action without taking consent or approval from all people who are really concerned about such vital health and moral issues. They give maximum consideration to human values.

It means they are all talk and no action. Occasionally, someone really can't help you out for legitimate reasons (e.g., when I had pneumonia, I couldn't read my friend's essay because I was so sick), but usually means they are not reliable.

I call that "say yes and do no." They offer help to look good (to you, or to themselves) because saying "no" is either hard for them or they think it's rude. They don't realise that "doing no" is even ruder because it makes them look like a hypocrite. It's easier for a lot of people to do no than to say no.
