Next four numbers in the sequence?

1, 1, 3, 1, 1, 3, 7, 2, 9, 1, 11, 6, 13, 7, 3, 4, 17, 9, 19, 1

Update:

I looked it up in the back of the book. It looks like you were close; but the sequence is to divide each number by 100, put it in fractional form, and write the numerator. So the answer is (apparently) 21, 11, 23, 6.
