It is a sarcastic reference to Wendell Willkie, and the campaign buttons his followers handed out. As it turned out he was defeated by Franklin D. Roosevelt by nearly 5 million votes.

It's in reference to the 1940 & 1944 Presidential candidate Wendell Willkie, and the campaign buttons that he handed out. The man was an over confident asss that lost both races, and there was a poem written for it..."Mary had a little lamb, its leg was made of mutton, every time it lift its tail, you'd see a Willkie Button."
