Why can I only download so much of a torrent?

I've tried three or four times to download a certain torrent, and it ALWAYS stops on 9.3%. There's even a comment on the page I got it from saying that it stops there for other people, too.

How can I get around this?

    It means nobody is seeding the entire file, only 9% of it.

    The only thing I can think of is that maybe its your Anti-Virus, try temporarly disabling it and then try downloading the torrent.
