99 isuzu rodeo i need some help?

the starter turns the crankshaft but not the pulley system. the motor can turned by the front of the crankshaft and it turns the flywheel. its on time and the timing belt is not broke. i think its the shear pin on the crankshaft but not sure

    Could be a bad harmonic balancer . Does the engine run ? The balancer might be slipping on the rubber . That would mean that some thing on the front of the motor might be seized . If the engine does not run then the ring gear might be slipping on the fly wheel . That is only true for standard transmissions . Just some ideas .
