Will i be eligible for IIT-JEE ?
i passed CBSE boards 2012 with 74% marks . According to new rule Top 20 percentile students will be able to appear for IIT-JEE , according to estimates minimum 78% marks are needed . Is it applicable to 2013 board results only or earlier ?
Am i discarded from this oppurtunity?
I don't want to appear for an improvement exam.

It's applicable for the next IIT-JEE exam and I think you'll be included in that. You better prepare for improvement exam. Leaving behind for just 4% would be a stupid thing to do.

i think u are wasting ur time , u can get admission in a good univ on the basis of ur XIIth% n u are eligible for a scholarship too , just log in to some good univ with good tie ups n recognition - PEC, LPU, RV.
