There is a large difference. Hip hop is the name given to the culture. the culture consists of Rapping, DJing, Breakdancing, graffiti writing, the way you talk, the way you dress etc. Rap is really the name given to represent the music or to represent what a mc or rapper does, rap. rap is in hip hop. Imagine hip hop is a tree. Rap is just one of the branches from the tree...

    Wikipedia on HIP HOP:

Hip hop music, also called hip-hop,[1][2] rap music[2][3][4] or hip-hop music,[2][5] is a musical genre consisting of a stylized rhythmic music that commonly accompanies rapping, a rhythmic and rhyming speech that is chanted.[2] It developed as part of hip hop culture, a subculture defined by four key stylistic elements: MCing/rapping, DJing/scratching, breaking/dancing, and graffiti writing.[6][7][8] Other elements include sampling (or synthesis), and beatboxing.

    Wikipedia on RAP:

Rapping (also known as emceeing,[1] MCing,[1] spitting (bars),[2] or rhyming[3]) refers to "spoken or chanted rhyming lyrics".[4] The art form can be broken down into different components, as in the book How to Rap where it is separated into “content”, “flow” (rhythm and rhyme), and “delivery”.[5] Rapping is distinct from spoken word poetry in that it is performed in time to a beat.[6][7] Rapping is a primary ingredient in hip hop music and reggae, but the phenomenon predates hip hop culture by centuries. It can also be found in alternative rock such as that of Cake and the Red Hot Chili Peppers.

Rap is the vocal style and only the vocal style; Hip-hop is the culture and music.

Though people tend to call harder tracks Rap and smoother tracks Hip-hop.
