CAN ANYONE HELP ME WITH THIS SONG PLEASE?

Its Bette Midler, playing an aging alcholic and singing and dancing in a park, with a broken umbrella, not sure if its a scene from a film or show...its not the Yellow Umbrella song..this song is sad.

IT is NOT the film The Rose.
