The entire local Government. Shows what can happen when you are run by
unions.

All of the above. A city budget which was unsustainable and a tax base which was shrinking. No one was willing to make the necessary budget cuts, those with union jobs were unwilling to accept any cuts. Citizens who recognized the problem were summarily ignored and said to be misinterpreting the City's budget.
This situation should serve as a serious wake-up call to the dogmatic limited-functioning individuals in Congress who determine the federal budget. Unfortunately, it won't.
