Just like other bums and derelicts, if he tried to comb it, it would crack off his head. Bums always seem to have a lot of hair matted like rat's nests. Their hair actually turns to felt like sheep's wool does. Saves on the expense of a hat. Makes drugged-out faces look craggier and scarier.

Because he's awesome and he can get away with it! Lol to be honest I'm not really sure. But he can pull it off so it's fine.

He might be afraid it will fall out if he brushes it.
