It is not a good idea because people tend to judge each other with that information.
However, if you are honestly curious about the person's nationality or religion and you are asking for that reason with follow up questions, like tell me about your culture, it would be okay.
However, asking a teacher, co-worker, or anyone other than a friend is not appropriate.

It is usually not illegal to ask, but, unless it is your business to know, these matters are private (unless the person volunteers the information). Why is it your business?
If you are just curious, that is not justification. It is usually seen as rude or intrusive.
