Because he moved up a weight division from lightweight ,to light welterweight (from 135-140) ,where he is presently ranked #5 in the world by Boxrec.

It should be Brandon "fatty" Rios. He can't make 135 anymore so he's moved up sooner than expected. Also, he lost that last fight to Richard Abril.
