You are correct though, this is about putting an idea someone might have into action. Sure it is using their ideas, but what if that person honestly does not care about building a website around that idea?
Plus, we all know that you don't have any good ideas Sean. Let's be honest here ;)

That's a stupid question, because if I knew what website people wished existed, I wouldn't tell you about it. I'd just start it myself and make money.
