BBC News website menu css/jquery help!?

I really like the drop down menu on the BBC News website when scrolling over the 'More...' button and would love to use it in a site. I know a little code but it doesn't seem to have been built with html.

Could someone please help break it down for me...as in is it a CSS/Jquery menu...

and more importantly, how can I rip out the particular elements I need to put it in my site?

    you are able to no longer. The BBC internet site is optimised for a exhibit decision of 800 pixels. the information superhighway internet site is table based and in case you look on the code you will see that the optimal width is 780 pixels.
