I'm fed up removing Babylon toolbar & babylon search from PCs, I've yet to find anyone who wanted it, so should antivirus/antispyware programs view it as a pup

Yes I think it should on the grounds that nobody knowingly installs it and nobody seems to know how to properly uninstall it.
I think it should be either made to properly identify itself before it gets downloaded, or taken off the market until it has a proper uninstaller available for it.
Security programs should be able to identify it as potentially unwanted and be designed to remove if required by the user.

Eset nod32 seems to spot the toolbar,
or downloaded program installer containing parts of.
so yes i think other systems should also
at least be warning about such toolbars
and preventing instant installation of such things..
