To stop your skin looking flaky when applying powder, you should apply a primer, then using a make-up pad pat the powder onto your face, then take a powder brush and brush the excess powder off of your face.

Most people apply their powder with powder brushes, however they are actually designed to remove excess powder rather than to apply powder- so by using this technique you also save make-up. :)

definitely moisturizing before you put your makeup on helps, as well as applying primer. i don't know how much makeup you wear, but eyeshadow primer is a life saver. but the best makeup i've ever gotten was to get an "airbrush finish" brush from sephora to use with my LIQUID foundation. you just dab on the foundation (pretty much any kind) and your skin looks flawless. finish it off with a powder and your skin will look great! just make sure you wash the brush at least once a week.
