Everyone goes back to the "spirit world" - there is no other place to go to.

“There is a difference between wrongdoing with no premeditated desire to hurt someone and intentional evil. The degrees of harm to others from mischief to malevolence are carefully evaluated. A guiding principle in the spirit world is that wrongdoing, intentional or unintentional, on the part of all souls will need to be redressed in some form in a future life. This is not considered punishment as much as an opportunity for karmic growth. THERE IS NO HELL for souls, except perhaps on Earth.”

The Hebrew word she'ol and the greek word hades, sometimes translated as hell, actually just meant the grave of man. However, those terms were difficult to translate into english as they were very abstract, which also led to a lot of confusion about what hell was. Therefore, some bibles just leave she'ol in rather than try to translate it. Here's a passage from one such Bible, where it explains what she'ol is. I hope this will help you understand more about your father-in-law's condition:

"For as respects whoever is joined to all the living there exists confidence, because a live dog is better off than a dead lion. For the living are conscious that they will die; but as for the dead, they are conscious of nothing at all, neither do they anymore have wages, because the remembrance of them has been forgotten. Also, their love and their hate and their jealousy have already perished, and they have no portion anymore to time indefinite in anything that has to be done under the sun...All that your hand finds to do, do with your very power, for there is no work nor devising nor knowledge nor wisdom in She′ol, the place to which you are going." ~Ecclesiastes 9:4-6, 10

Depending on your translation, your Bible might also read that Job begged to be "protected in hell" or that Jesus was in hell for three days. Shedding more light on the condition of the dead, Jesus also referred to them as being asleep on numerous occasions. (John 11:11-14; Matthew 9:24) Many others in the Bible also compared death to sleep. Rather than automatically going to some afterlife, which is a doctrine borrowed from pagan mythology and was especially likely from the Greeks who surrounded early Christianity, the Bible teaches that the dead sleep but will be resurrected one day. Even some unrighteous people will be able to benefit from the resurrection. (Acts 24:15)

    READ THIS BOOK!

Then God said to me, “There will be times that I will speak to you in

the Aramaic, Hebrew and Greek languages.” God began to speak to

me in the Hebrew and Greek languages. He said to me, “There are

four words that I am going to use that are throughout the Bible to

describe Hell. The first is a Hebrew word, Sheol [sheh-ole’], which

is the world of the dead or the grave. This place is where the souls of

the ungodly and the godly men and women came when they died

centuries ago. The second is Greek—Hades [hah’-dace], which is

the place of departed souls and spirits, or where a sinner goes after

death. However, before my crucifixion and resurrection, Hades was

divided into two sections that were separated by a large impassable

gulf, which I created. The upper right side of Hades was called both

Abraham’s Bosom and Paradise. The Room of the Cursed is a portion

of what once was Abraham’s Bosom in Hades. I will allow you to see

the Room of the Cursed before your tour comes to an end in the

Outer Darkness of Hell. In the cursed Paradise of the Outer Darkness

of Hell, it was very pleasant. It had streams of water running through

it, and green trees. It looked much like a beautiful well-maintained

park. It contained the souls of all of those persons who had died and

put their trust in me as God during the Old Testament period, up until

the time of the death and resurrection of your Lord and Savior Jesus

Christ. All those human spirits that were in the Paradise of Hades

[Hell] were very much conscious. They were not soul-sleeping. They

were quite alive. After the crucifixion, I spent three days in Hades,

preaching to the spirits that were there.”

The third word to describe Hell is also a Greek word, which is

Tartaros [Tar-tar-os’]. Tartaros is this portion of Hell that I want

you to see specifically. This is the reason why I brought you here to

Hell: so you can be a witness to all back on Earth, testifying that

there is a place of severe punishments and judgment for those who

disobey my Holy Word, which is called the Holy Bible. This place is

called the Outer Darkness of Hell. Tartaros has many jail cells. I

spoke of Tartaros in my Holy Word. This portion of Hell contains the

angels who sexually sinned with the women of the Earth before

Noah’s flood. I only mentioned Tartaros one time throughout the

entire Bible: in the book of 2nd Peter, the second chapter, verse four.”

“For if God spared not the angels that sinned, but cast them down

to Hell [Tataros], and delivered them into chains of darkness,

to be reserved unto judgment;” - 2 Peter 2:4 KJV

“These are wells without water, clouds that are carried with a

tempest; to whom the mist of darkness is reserved forever.”

    2 Peter 2:17 KJV

Looks like another one who believes in the lies of Satan the devil. Do you think he might be in the book of life? Malachi 3:16 At that time those in fear of Jehovah spoke with one another, each one with his companion , and Jehovah kept paying attention and listening. And a book of remembrance began to be written up before him for those in fear of Jehovah and for those thinking upon his name. Only those of the anointed of Christ have the heavenly hope and they have a job already given them. They will be king priests with Jesus and will rule over the earth. Who will be living here on earth? Just animals, birds and fish? NOOOO! People, the great crowd of people who survive God's great war Armageddon. Revelation7:11-16 Please read these scriptures. The ones who go to heaven are described in Revelation 14:1-4 verse6 says: And I saw another angel flying over midheaven, and he had everlasting good news to declare as glad tidings to those who dwell on the earth, and to every nation and tribe and tongue and people. There is no such place as hell except in the imagination of the religious leaders of false religion and those who choose to blindly believe them. Hell is translated: grave, pit, and world of the dead in different translations of the Bible. Learn more about these things at www.watchtower.org.

No-one on earth can answer that question with certainty. But God loves your father-in-law just as much as He loves anyone else, and He has certainly taken into account all the pertinent facts, incuding your father-in-law's mental state, before judging him.

None of us can know the ultimate judgement of others.

But we do believe in a merciful GOD who loves us all.

Modern thinking is that suicide is a mental disease.

As such, the person is incapable of freely choosing.
