I am locked solid in a safety?

Due to the lay of the cue ball, I do not want to shoot the cue ball and disturb some locked balls....question, do I have to actually hit the cue ball....can I just pick it up and hand it to my opponent and give him ball in hand?

    A shot begins when the tip contacts the cue ball due to a forward stroke motion of the cue stick. A shot ends when all balls in play have stopped moving and spinning. A shot is said to be legal if the shooter did not foul during the shot."

    You don't actually have to move the cue ball, just touch it with the tip. I've watched a lot of straight pool and this is how they take intentional fouls. Of course in straight pool, the opponent has to play the cue ball as it lies.
