Information for applying for permanent residency is on the Citizenship and Immigration Canada web site. This includes requirements, fees, processes, processing times, forms, etc.

In order to apply as a skilled worker, he would require a job offer from a Canadaian company in a type 0, A, or B profession listed on the National Occupational Classification database. Chef is a type 6 and does not qualify one to apply for permanent residency. Hotel manager is a type 0 profession. However, finding a job as a manager in Canada without a full (four year) business degree is likely a non-starter and equally importantly without an undegraduate degree he is unlikely to obtain the minimum 67 points needed to apply -- and you typically need in the 80s to be able to compete for one of the 10,000 positions.

There is a self-test on the CIC web site which will give one an idea if they might qualify for permanent residency.
