1) It depends on how high you need the humidity maintained, and what the ambient humidity of the area in which you live. Needing 70% humidity maintained in an enclosure in an arid environment will require the machine to be on more often and therefore go through the water faster. (Remember, you need to use distilled water.)
2) Yes; you can buy a regulator for it, which will kick the machine on and off automatically to keep the humidity where you set it. Here's an example: http://www.amazon.com/Zoo-Med-HygroTherm-Temperatu...
4) I have had my Reptifogger for about 3 years now. Still works fine.

Well if you go to walmart or something get a humidifior and put the tube directly in the cage the himidity will stay there
