What the "F" is wrong with Yahoo Mail?

Try to access my email and just keep getting this stupid "Welcome" window wanting me to "Accept" or "Decline' some crap...no matter what you do it just keeps coming up....I can not get to any Yahoo "Help" areas either....Seriously wondering if Yahoo got hacked!!

    Mine too Im getting pissed!!! I just signed up for something and I cant get into my email to accept it
