What does it mean if a boy at the beach stares at you and waves?

I'm a 17yr old girl and I was at the beach this for my family reunion and I caught this boy staring at me, and when I looked at him he waved. My dad said he saw some other boy looking at me too. I thought maybe they just thought my hair was poofy cause I have really curly hair lol. But my friends say it means they think I'm hot. Do you think it means he found me attractive?

    I've had a lot of guys stare at me, that's what I get for lying on the beach 3/4 naked, but I've never had a guy wave. It means he's interested dear.
