Can you decipher these terms of service?

I signed up for this paid-to-click site which states that it pays out a minimum of $5000 dollars to members. It also says that it has paid $809,000 so far to its members. You click on ads and get from 5 to 1 dollars per click. The problem is, I don't know if the site is legit. I read the terms of service and it's confusing. Update:

I understand they would lose money if they actually paid the money, but they just make it really difficult to pay out, and then they get a lot of clicks where they never need to give anybody money

    It's a scam. Run.

    I'm not going to click through to some bogus web site. But I don't need to. No one can pay you a dollar for clicking on an ad. They would lose money out the ying yang.

    THEY get paid for every click, you get nothing.

    Do you you really think they are going to give you $5,000 that easy? Wake Up!

    Generally, a site that offers free money is a scam. It probably just wants your email address when you sign up, to sell it to ad companies who then spam you.
