It appears that the bureaucratic system the UN setup to curb CO2 emissions has backfired in their face. It has effectively increased carbon emission worldwide, while funneling millions of dollars into companies that are ripping off those who believe in the value of the system. When will the marxist tyrants give up on these rampantly corrupt methods of getting what they want.

Your thoughts on this are correct. It has unquestionably caused some people to get rich and all of us to get poorer. It uses more energy. It shows that saving the earth is not what is on the greenies' minds. It is rather saving their pocketbooks and emptying ours.

Anytime rules are laid out, people will find ways around those rules.   It was inevitable that any attempt to incentize the destruction of certain chemicals may have the exact opposite effect as is the case with R-22 and R-23.   It doesn't mean that the attempt at regulations was inappropriate, just insufficient and needs to be modified.   The alternative is to not do anything at all and suffer the consequences.    The difference is to try or be a useless idiot, apparently you've chosen the latter.

HFC-23 is Trifluoromethane. Its boiling point is  -82.1Â°C and it vapor pressure at 20Â°C is 4.38 MPa.

It sounds to me that the program is working perfectly. Only those naive enough to believe that the man-made Global Warming Hoax is really about saving the planet would think the program has gone wrong.

But reasonable and informed people know there is no man-made Global Warming in the first place and it's all a SCAM to gain power and money.

Their program is working perfectly. It's doing exactly what it was designed to do.
