itunes question: empty library and new device/syncing other devices?

I have an itunes account on my home computer and a nice music library. I just installed itunes on my laptop but can't access my library...is that not possible? Can you not access your itunes account from any computer; is the library computer specific?

I don't have access to my home computer (deployed).

I have my iphone and my ipod touch, but I read that if I 'sync' them to an empty library it will erase everything on my device and I don't want to do that...I just want to transfer some music from these devices to a new device, since it seems that I can't access my library.

What's the point in having an Apple id and itunes account if you can't access it from anywhere?

    Your iTunes account on your laptop will not bring up all your songs and heres how to put new songs on with out your one on the device to not delete

    (1.Plug in the device.)

    (2.Click your name that said name _____ device,etc.)

    (3.Scroll down on that page that comes up.)

    (4.Find the box that said manually something.)

    (5.Click that box.)

    (6.Then once that box is checked find sync and nothin will get erased.) hope this helped
