A few weeks scattered through the winter are the cheapest times to go. Mid December, January except for CES, February, early March.
Prices correspond with conventions that are in town, holidays, and weekends.

Memorial Day to Labor Day is the busiest time of the year in Vegas, which leads to prices going up... God knows why, it's so HOT that time of year!!! If you go between these dates, then book extra early to get the best rates! If you can go in mid-May before Memorial Day, then do!
I do a lot of traveling, and 90% of the time I find that booking the flight and hotel separately is cheaper... but try looking both together and separately to see what deals you can find.

June to Aug is summer in Las Vegas. They are the hottest months in Las Vegas.
Conventions start to increase in September. October till mid November and picks up in January.
Usually cheaper to book separately.

Sun thru Thursday best deals, and book hotel with their airline partner for best deals. Prices fluctuate all the time but are highest in summer and holidays

It is cheaper to book a package together- the hotel gives discounts because they get a kick from the airline if you book together. Cheapest is the winter December to February because all the pools are closed. It's only about 60 degrees during the day, so no pool parties, which is half the fun of going.

It's tourist season all year round in Las Vegas so the prices don't really fluctuate unless a big event is in town.

I don't think it is cheaper to book the two seperately to be honest unless you are looking for some cheap b&b on the strip. I have friends who stayed at the Bellagio for 6 nights and flew with virgin they paid about £750 and that was in march and my other friend went same time but for two week and stayed at the Vdara flew with virgin and that cost the well over £800p/p if not more
