Chrome bags come in a variety of understated colors, and are near indestructible. They are waterproof and very ergonomic. They come the more typical backpack style, as well, if one-strap isn't your thing. My Chrome Citizen has saved me and my possessions from countless wrecks and inclement weather.

Most reputable backpack makers will do one with a waterproof cover. These covers normally fold into a zipped pocket at the base, you just unzip the pocket, pull the cover out, and cover the pack with it.
I have a Berghaus backpack, it has a metal frame, and there is a gap between the pack and the frame allowing air to circulate, which helps to keep you cool and not so sweaty. It has a strap between the shoulder straps, and a waist belt, to hold it in place. It also has an internal pouch for a hydration bladder, along with clips to hold the pipe in place.
You could get a rack and waterproof panniers, but although the panniers will probably be bigger, and will be better on the ride, they won't be so practical to carry once you get to college.

I agree with JohnM. Look around, even Amazon has Pannier backpacks that are waterproof.
Riding that many miles with a backpack would suck.

I have a back pack in mind but it's a little expensive but it is water proof and bullet proof. Here is a link to their website : www.timbuk2.com

you could just get something cheapish and not waterproof, then put your books inside a big plastic bag in the pack, on rain days

Get a rack and water proof panniers. Walmart has a deal on a rack and panniers that include a back pack.
