The sociological construct we know of as "race" ..a pseudoscientific attempt by 18th century phiolsophers to divide humanity into separate groups based on skin color and physiological characteristics..was not developed even in the ancient world ..
people were divided by nation, by rule, by what deity or deities they served..or by tribal affiliation.
So to say the Bible said anything about our modern notion of RACE is a misnomer..however..the Torah..the Jewish Bible..the Tanakh is very clear that the notion of racial discrimination..meaning discrimination based upon skin color..is forbidden and this is why the notion of RACE has ALWAYS been irrelevant to determine Jewish identity..
Shmueli's answer is terribly wrong to claim the Torah forbids interracial marriage 100%. There couldn't be anything more 100% false! Jews are forbidden to marry people of other religions, Torah forbids a Jew to marry those who aren't a member of the eternal covenant. There is absolutely NO Prohibition against marriage to someone of another RACE. Of course he shows absolutely no support for that false claim after he made it since there is no scripture that could justify that.
It is Jewish law ..as he even illustrated, that determines who is or isn't a member of the covenant of Israel. Skin color or physiological traits are IRRELEVANT to Jewish identity. Prior to the receiving of the Torah it was also known not to marry outside of the covenant, to take on a wife of a foreign religion was the specific commandment..because the mother is the child's earliest spiritual teacher..the prohibition is NOT against RACE .
Read more at thest past answers to learn from the TORAH perspective why neither RACE nor Ethnicity can determine Jewish identity and what does determine it:
The Torah, the original Bible, was written by an "eternal covenant nation" people of Yisrael. They were called the Hebrews, but that wasn't a designation of race. Race as we know it didn't exist. Skin colors were of course recognizable..but people were identified by nation or according to deities they were allied to. The Israelites had been a multi-racial people since entering Egypt and the narrative about Miriam being punished by God for discriminating agianst Moses' wife Zipporah because she was black has always been a lesson that discrimination based on skin color was a sin. The mixed multitude left Egypt, Jews have been a multi-racial people since before they left the servitude of Egypt.
They originated in Ur, which is now Southern Iraq..and the fact that Jews have always been a Mixed -race people has always disturbed the bigot who created notions of race. I own tracts that were thrown in my yard in Arkansas in the South in the 1960's and 1970's that attack Jews for this point..that Jews have always been guilty of "miscegenation". Race remains as irrelevant to determine Jewish identity today as it was in the time of Moshe and Zipporah. Remember his son Gershon would have been considered "mixed race" by todays' pseudoscientific sociological term.
The notions of race created in the 17th and 18th century for the purposes of colonial conquest and missionizing did not redefine the nature of the eternal covenant nation Yisrael, a nation people for whom the issue of RACE remains moot. We're multi-racial and multi-ethnic but one people bound by one eternal covenant/ law as a FAMILY
The "mixed multitude" came out of Egypt. There have been Beta Yisrael since Solomon. Approximatelly 2 percent of the world's Jews today are "black Jews" and there are Jews of EVERY race who are NOT violating Torah.

God approves of marriage between a man and a woman of different races because all races are equal in his sight. The Bible says: “God treats everyone on the same basis . . . , no matter what race.”—Acts 10:34, 35, Good News Translation.
All humans descended from the first man, Adam, and his wife, Eve, whom the Bible calls “the mother of everyone living.” (Genesis 3:20) For this reason, the Bible says of God: “He made out of one man every nation of men.” (Acts 17:26) Regardless of their race, all humans are part of just one family.
While interracial marriage is perfectly acceptable to God, not all people share his view. (Isaiah 55:8, 9) If you are considering marrying someone of another race, you and your prospective mate should discuss the following:
How will you deal with the pressures you might face from your community or family?
How will you help your children to deal with prejudice?
“Consulting together” in this way can help you to make your marriage a success.—Proverbs 13:10; 21:5.

It's fine. Moses married a black woman. (Cushite) Numbers Chapter 12. And with respect to the alleged racism, when Miriam spoke out against moses status and the fact that he had married a back woman God struck her with leperosy. Jesus, A Jew made Samaritans the stars of his parables. Anyone who calls the bible a racist book is illiterate.

The Bible indicates for us to welcome proselytes from
other nationalities to join the family of God. People are
considered equal, regardless of their racial origin.
The New Testament specifically rules out importance
of "Jew" or "Greek" ... teaching that the citizenship of
Christians is in God's kingdom.

The Torah, Tanakh, Jewish bible, 100% forbids it, as in, Jews (Isralite) must marry other Jews. Technically, a man or women can marry someone outside the family tribe to another tribe, meaning a member of the tribe of Dan can marry a member from the tribe of Judah, but the family would be considered whatever tribe the father is from. Nonetheless, Jewish identity comes from the mother, tribal identity and customs from the father.
Moses married a non-Isralite because it was before receiving the Torah at Mt. Sinai, therefor the law to marry outside was not yet given. Before receiving the Torah, the Isralites in Egypt were following the 7 Noahide laws that all nations are commanded to follow, as well as traditions kept since Abraham.
As far as non-Isralite, the same law obviously does not apply, what applies is to follow the law of the land your in. If that law is to not marry outside, then yes, it's forbidden.
Source(s): "You shall not intermarry with them: do not give your daughters to their sons or take their daughters for your sons. For you will turn your children away from Me to worship other gods..." (Deuteronomy 7:1-3). ^Remember laws of Deuteronomy are specifically for Jewish/Israelite people; "them" as in non-Isralite nations.
