Is the problem the AC unit or the thermostat?
As of this year I've been having issues with my AC not kicking on once it's reached the designated temperature I've set into the digital thermostat. It will remain off until I realize that it is getting warm and turn the AC off at the thermostat and then turn it back on after a few seconds. It isn't all the time, but it's started to be several times a day/night. I've had the digital thermostat for almost 4 years now and this is the first year this happened. I checked the wiring and everything still seems to be attached correctly and cycled the power via the electrical box in my apartment. I'm not sure what to do from here except replace the thermostat. This is getting very inconvenient as it's too damn hot in Texas for the AC to not be working for several hours at a time. So, is this a AC unit problem or a thermostat problem?

You are conspicuously silent on which unit (or both) is not running, so you are not done troubleshooting. This is how you figure out if its the unit or the stat. When you get uncomfortable, before you go cycling the thing to get it running again, look at the stat to make sure its calling, then go outside and look at the condenser unit. -if it is running, then you know its calling. If the inside unit not running, there's a chance that something simple has put the unit into soft lockout. -Its the unit's way of telling you it needs attention. You can clear a soft lockout by turning it off on the stat, then unplugging the air handler for at least 15 minutes to reset it.
There's a chance something happened with the stat, and it needs to be reprogrammed. (if you had a power outage for at least an hour)
Your best bet would be to take the digital stat off the wall, take it to the end of your driveway and drop kick it as far as possible. If you have a simple single stage heat, single stage cool system, go online and try to find an old style Robertshaw or White-Rodgers analog stat.
IMHO the digital stat has got to be the worst invention ever.....
