No. The US as specifically stated that it makes no territorial claims on the moon. The flag just shows that Americans had visited there.

Nope. Like Antarctica, nobody owns it. There is no "earthling" flag, and the US was the first to land there, so that's the flag. The moon may be a natural resource, but like Antarctica, is a miserable place to live.
