What does 19.99% APR mean on Bill Me Later?

I was gonna buy something on it and the item is about to end (ebay) but I wanted to make sure I understand what it all means...I know what APR means, but, what does it mean by Standard Purchases?

Update:

Oh I have a job...

Update 2:

I don't think so you're not supposed to gear things towards the rich. Some people get paid at a certain time or they are more middle class. You must be spoiled. I have to save most of my money for ear drops, anyway, so I don't have anything left over usually. There's also this thing called saving up.

Update 3:

Because I get more money in a few days, obviously...I usually have more money by the end of the month and there are only about 38 left. Sometimes my mother complains when I spend too much money so I try to be polite even if I have money anyway and why are you assuming things and why don't you save more money then you have then you'll understand other people's situations better?

Update 4:

Maybe you shouldn't go with the flow. You must make a lot of money to be able to say that.

Update 5:

Not necessarily. You can also buy things cheaper used which also helps the ENVIRONMENT. Which is seriously becoming worse and worse every day. So sometimes you can find things used or new but you don't always have the money when it's for sale-ebay's sales can be up to nine days. I bet you you're eager to make a lot of money-it is better to know everything than to know just basics, right. Spoiled, spoiled.

Update 6:

Ok lol thank you...I thought so but I don't want to miss something.

Better idea: Buy the item using your checking account debit card.

    Save 19.99% APR.

    Keep life simple.

If you can't afford to buy the item with cash you have, you should not be buying it at all.

You won't qualify for this anyway since they check credit and require a job.

    Read: Rich Dad Poor Dad

It's a book that will teach you how to think about money.

Making loans makes people poorer - know this.

Even if you are poor, you can still save up for things and buy them in cash.

And eventually stop being a slave to banks and making them rich.

And, how would you be able to pay back, if you don't have any money left after paying all your bills right now?

a standard purchase is anything but a cash advance. unless you are over 21 you are not getting the credit as bill me is actually a credit card.
